Impairment means something that a person lacks: mental impairment for those with learning disabilities, visual impairment for people who used to be called blind and hearing impairment for people who used to be called deaf.

Impairments can either be congenital which means something that one is born with OR acquired during the course of a lifetime like accidents or diseases.
